SUMMARY:
The County, Orange County Development Agency (OCDA), and the City of Newport Beach entered into a Memorandum of Agreement, dated July 8, 2003 to accomplish certain projects in the Santa Ana Heights Project Area. This agreement carries on the intent of the parties and identifies another project, the planning and construction of ‘Mesa-Birch Park’, as well as identifies the intentions of the parties concerning ‘Airport Area Compatibility’, and future studies of ‘Upper and Lower Newport Bay Studies’, all of which are intended to be carried out in the best interest of the community at large.
This agreement states that the County and City of Newport Beach (the City) will continue their efforts to promote compatibility between operations at John Wayne Airport (JWA) and land uses within and in proximity to the City. The Agreement identifies a specific parcel of land that is owned by the County, but will be planned and constructed by the City with funds from the OCDA, and then maintained by the City. The agreement further states that the County and City will work together to develop a Comprehensive Resource Management Plan for the educational, public access, and habitat of Upper Newport Bay, and to conduct a study of services in Lower Newport Bay.
BACKGROUND INFORMATION:
The County and the City have long had the same goals of fostering local government cooperation to enhance services to the public without increasing costs; ensuring that services are provided by the local government with available resources and jurisdiction over the area to be served; protecting, preserving and enhancing the habitat and educational opportunities those resources provide; and ensuring that plans and studies provide public officials with the information necessary to make informed decisions on the nature and extent of municipal services to be provided as well as the most cost effective way to provide those services.
This agreement is a further effort to commit the resources to work and achieve the goals and objectives of both agencies. The Santa Ana Heights Project Area was created to assist the County with the resources necessary to enhance the quality of life in this community that presented some unique challenges. While there are special projects that are being undertaken by the County outside of this agreement (Kline Drive improvements), projects identified in the Memorandum of Agreement between the City and the County, dated July 8, 2003 (new fire station construction and a community center), this Cooperative Agreement is yet another action by the City and the County to further address issues in a cooperative manner that works to improve the quality of life for the community.
This agreement requires the expenditure of OCDA funds that will be determined through a bidding process for the planning and construction of Mesa-Birch Park. That amount is estimated not to exceed $500,000. The actual costs of creating the Comprehensive Resource Management Plan are yet to be determined, but those costs will be shared with the City and there is adequate funding for this effort in HBP funds for the County’s share.
Through a separate study, as directed by the Board of Supervisors, a report on phasing out OCDA is schedule to come to the Board on October 24, 2006. This report will identify for the Board the current balance of funds, the current list of projects and their estimated cost of completion, a list of possible future projects for Board consideration, as well as possible alternatives for Board consideration to pursue an earlier than planned for pay off of the Santa Ana Heights Project Area’s redevelopment debt, which is currently schedule for payoff in June of 2024.
