Dear Mr. Breshnahan,

At the December 18, 2003 meeting of the Airport Land Use Commission, Commissioner Denny Harris requested the chair to agendize an action item regarding the El Toro Airport Environs Land Use Plan, AELUP for the January meeting. You refused to agendize the matter and provided no adequate explanation for this decision.

We formally request that you agendize the following action items for discussion and vote at the next meeting of the ALUC.

  1. Direct staff to remove the El Toro portion of the AELUP so as to conform with the Board of Supervisors resolution of February 25, 2003 which rescinded the El Toro Airport System Master Plan and requested "preparation of the Airport Land Use Plan to reflect this action."
  2. If item 1 is not approved,

  3. Direct staff to replace the noise elements of the El Toro AELUP with current ambient conditions to comply with the October 9, 2002 letter from the Department of the Navy to the Chairman of ALUC. The letter states that "the Navy has no plans to recommission that site" and the 1981 noise study "is not applicable to the closed military facility and should not be used as a basis for any land use planning effort undertaken by the ALUC."
